Resolution:
There are two possible solutions. In most cases method 1 will suffice:
Method 1:

Go to Start->Run and type regedit.

Locate the registry key HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System\DisableTaskMgr and set the value to 0.

Exit registry editor.
Method 2:

Go to Start->Run and type gpedit.msc.

Locate User Configuration->Administrative Templates->System->Ctrl+Alt+Delete Options->Remove Task Manager.

Double click on Remove Task Manager and set the policy to Not Configured.
