Summary:

There is a registry setting that affects whether task manager can be opened.

Resolution:

There are two possible solutions. In most cases method 1 will suffice:

Method 1:

  1. Go to Start->Run and type regedit.
  2. Locate the registry key HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System\DisableTaskMgr and set the value to 0.
  3. Exit registry editor.

Method 2:

  1. Go to Start->Run and type gpedit.msc.
  2. Locate User Configuration->Administrative Templates->System->Ctrl+Alt+Delete Options->Remove Task Manager.
  3. Double click on Remove Task Manager and set the policy to Not Configured.
