SUMMARY:
Internet Explorer opens in a window that does not completely fill the screen - even when the previously running version of Internet Explorer is exited in full screen mode.
RESOLUTION:

Close all windows. Open Internet explorer in a new window and resize the window manually. Do not use Maximize. Hold down the Ctrl key and then click File and Exit. Do not close using the X button.

If this does not work it might be that the registry key is corrupted. Try deleting this registry key with no versions of Internet Explorer running and then try option 1 again. HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\Window_Placement.
