Summary:

When you open either My Computer or Internet Explorer there is no menu bar (File Edit View.....)

Solution:

Important: Backup the registry before you modifying it.

This solution will remove any 3rd party toolbars. They may need to be reinstalled.

1. Close any instances of Internet Explorer or Windows Explorer.
2. Go to Start->Run and type regedit
3. Navigate to the following key: HKEY_CURRENT_USER \ Software \ Microsoft \ Internet Explorer \ Toolbar
4. For Windows Explorer click on The Explorer sub key and delete ITBarLayout.
5. For Internet Explorer click on The WebBrowser sub key and delete ITBarLayout.
