SUMMARY:

This can be caused by malware so in addition to the fix below it may be necessary top scan fro and remove any malware first.

SOLUTION:

1. Close all Internet Explorer windows
2. Go to Start->Run and type regedit.
3. Search for either of the following two keys and set the NoBrowserOptions value to 0.
• HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions
• HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\Restrictions
4. Exit the registry editor
