Summary:

In either Control Panel->Internet Options or Internet Explorer->Tools->Internet Options the Advanced tab is blank.

Resolution:

Close the Internet Options applet. Go to Start->Run and type regsvr32 /n /i netcpl.cpl

Although if the problem was caused by malicious software it will probably break again if the malware is not removed.
