Symptom:
When you click Control Panel, and then click User Accounts to create a new user account, both the Standard and Limited account types may be unavailable (shaded). Only the Computer administrator option is available on the Pick an account type dialog box.
Cause:
This behavior can occur if you are logged on to the computer using the Administrator account and no other account exists in the Administrators group.
Resolution:
To work around this behavior, use one of the following methods:
Create a "Computer administrator" account, and then create either a Standard or Limited user account.
In Computer Management, use the Local Users and Groups section to create the user accounts.
Status:
This behavior is by design.
